Hot Water Heater Element Problems

Step-by-step I turned off the breaker to the heater, turned off the water to the main, drained the heater, removed the element, got the new element, put thread tape on and put it in and tightened it up, then I turned the water on at the main and let the tank refill. Then I ran water in the house with the power still off to vent air. Once the air was out and the tank was full I flipped the breaker. I don't know why the brand new element would already be bad. I may just give up and hope the donor/organization that gave me the house will repair it, I don't know what else to do.

**Edit- Also, I checked the sticker again, it is dual rated but it is 4500/3250 or 3350 I believe not 3500.

***Edit- So right now I'm googling around making sure I'm checking the continuity properly, it has been a long time since I learned Ohm's law and all of that and that was from a book so I am trying to brush up so I don't make error's at my end.

****Yet another edit-

So, using this website:

How to test electric water heater element

At test two on the top element, where it says while testing ohms if the meter moves at all the element is bad, the meter moves so once again I'm thinking the top element is bad.

Well, the thing is, I don't really have much of a clue what I am doing so I may be the one messing everything up lol. The infinite reading across the lower element is weird though because that's the brand new one that I replaced. But, I did everything as I should have.Step-by-step I turned off the breaker to the heater, turned off the water to the main, drained the heater, removed the element, got the new element, put thread tape on and put it in and tightened it up, then I turned the water on at the main and let the tank refill. Heater Element Impedance

And that brings me back to my question about your measurement process. How are you taking your readings? Specifically, if you are measuring resistance of a heater that is wired as a three phase delta, are you disconnecting all the leads, and measuring each element separately? If instead you are measuring phase to phase with the heater fully assembled, then you are measuring the resistance of one element as it sits in parallel with the other two that are, in turn, in series with each other. That would throw off the readings, and might account for the anamoly you are describing.

Also, are you taking current readings on each phase by using a clamp on ammeter internal to the heater, or are you reading each phase of the branch circuit that feeds the heater?
